CHINA’S COMMERCE MINISTRY SAID ISSUE OF EU BRANDY CAN BE RESOLVED BY 5 JULY

China’s Ministry of Commerce (MOC) said in a statement that the government is reviewing the price commitments provided by trade associations of European brandy makers, a final ruling on EU brandy tariffs can be expected before 5 July.

The statement noted that China's minister of commerce Wang Wentao and European trade commissioner Maros Sefcovic had "friendly and candid" discussion on trade issues on 3 June in Paris.

The statement said French brandy makers and trade associations have submitted price commitment applications to the Chinese side, and they have reached an agreement with China's investigatory authorities on the core terms of those price commitments, indicating that the issue of European brandy tariffs can be resolved in the near future.

On the issue of EU tariffs on Chinese electric vehicles (EVs), the statement said both sides have conducted a professional and in-depth discussion, making a significant step in the right direction toward proper resolution of the case.

The statement said the negotiations on Chinese EVs have entered their final stage, but further efforts from both sides are still needed.

The EU also proposed the exploration of new technical paths, which China will assess for feasibility from both legal and technical perspectives, according to the ministry.

Both sides have instructed their work teams to redouble efforts to find mutually acceptable solutions in a manner that complies with their respective legal provisions and WTO rules, and to resolve trade differences in the proper manner, the statement said.

Despite strong objection from member states including Germany and Hungary, the EU voted to impose extra tariffs ranging from 7.8 percent for Tesla to 35.3 percent for SAIC and other Chinese EV producers last October.

In retaliation, China started to levy importers of European brandies security deposits ranging from 30.6 to 39.0 percent of the import value from 11 October, as interim measures before investigations conclude.

French Cognac makers have been severely affected, exports to China slumped by 23.8 percent by value and 9.6 percent by volume last year as Beijing’s anti-dumping measures on European brandies take its toll, BNIC data showed.

Globally, French Cognac exports dropped by 10.6 percent in value compared to 2023. The fall was driven by a 24.2 percent decrease in the value of exports to the Far East region, which is mainly represented by China.
