BEIJING: INTERIM ANTI-DUMPING DUTIES ON AUSSIE WINES WILL LAST FOR 4 MONTHS

China's Ministry of Commerce said the interim anti-dumping duties on wine imports from Australia can be kept for up to four months, but may extend to nine months under some special circumstances.

In an online press conference held yesterday, the ministry’s spokesman Gao Feng said China will formulate related final anti-dumping measures according to law, but he did not elaborate on the special circumstances.

“In this case, the ministry is in strict accordance with relevant laws when conducting case filing and investigation, and adopted relevant measures to fully protect the legal rights of all interested parties,” Gao said.

“We welcome all interested parties, including Australia, to continue to participate in the follow-up investigation procedures in accordance with the law,” he added.

The ministry announced last Friday that it would impose interim duties ranging from 107.1% to 212.1% on Australia wine imports effective the next day.

Beijing announced anti-dumping investigation into Australian wine imports on 17 August, an anti-subsidies investigation was added later.

The investigations will last 12 months, three Australian wineries including Treasury Wine Estates had taken part in lengthy questionnaires, which finished on 16 November, as part of the probe.

Ministry of Commerce initially ruled that Australian wines’ dumping activities had caused material damages to domestic producers, and announced the interim anti-dumping duties last Friday.

World Trade Organisation rules allow for imposition of interim tariffs after 60 days of anti-dumping investigation. The investigations are still on-going, a final set of anti-dumping and anti-subsidies measures is expected at the end of the investigations.
